Faux stone wall gets P&Z’s attention too

The faux stone retaining wall on Park Street has landed Merritt Village developer Arnold Karp in front of Town Council and, this week, Planning & Zoning Commission. — Greg Reilly photo Developer Arnold Karp assured the Planning and Zoning Commission on Oct. 24 that materials being used in the Merritt Village project will meet all requirements. Karp said while he’s heard public criticism of the initial work, “I don’t think it’s warranted,” because less than 1% of work has been completed. “You’re criticizing something that hasn’t been built yet,” he said. “Let us get further on down the line,” said Karp, telling the P&Z that what’s been completed is “mostly just infrastructure and mostly underground.” All work has been in line with the plan approved by the town, according to Karp. “What we built is certainly what got approved,” he said of construction done so far. The P&Z asked Karp to address the concerns at the Oct. 24 meeting under an agenda item listed as “Discussion and consideration of the materials and finishes proposed by M2 Partners LLC.” Karp recently spoke to the Town Council about the same issues. Merritt Village will consist of 50 condominiums and 57 rental apartments in three buildings on 3.3 acres at Maple and Park streets. It’s being promoted as a “luxury” development. The legal entity developing the project is M2 Partners, which uses the same New Canaan address as Karp Associates. Some questions by P&Z members focused on the faux stone retaining wall being built near Park Street. Karp said the retaining walls are “doing exactly what they should do,” referring to their structural role, and that materials being used are consistent with the approved plan. P&Z member Dan Radman said based on the approved plan, there was a “presumption” the walls were “going to be fieldstone.” Radman called the new wall “monolithic looking” and asked if its appearance could be improved. In response, Karp said retaining walls will “color naturally” during the project’s construction phase, which should last about a year-and-a-half. During initial construction phases, he said, people will see a lot of dirt being moved around but the area eventually will be graded and landscaped. He noted the plans call for “over $1 million in landscaping.” Member Kent Turner asked Karp if he’d be willing to adjust the landscaping plan by adding more greenery if necessary, and Karp said he’s open to discussing the idea. “I’d be happy to work with [the town planner] and the commission if, at the end of the project, there’s something that doesn’t look very good,” he said. When it comes to materials and design issues, Karp said it can sometimes be a challenge to deal with a P&Z that includes a few architects. He emphasized his local roots as a way to give assurance. Karp Associates is a builder, construction and property management, and development consulting firm based in New Canaan. “It’s not like I’m going to disappear …. It’s not like it’s an out-of-town builder,” he said. Karp stressed the overall project involves an investment of $75 million to $100 million, and he doubts any complaints will surface once the buildings begin to go up.
